Then all you need is a male corsola with earth power.
Accoding to the info, it says that Tympole can learn earth power from breeding if the male parent is a corsola with earth power. And you can capture one on Pokemon B/W at Route 13 or from Undella town (surfing)
Well.... I found a female tympole on this link but it doesn't have Earth power. :(
