I think so, just play around with it.
The important thing is if you can get the poke from the computer to your game, that is 95% of it.
Just try the standard poke that comes up before you go to all the trouble of making a specific moveset.
Can I do it on the more advanced site you gave me?
this pokegts looks simple
you just change the DNS setting in your DSI internet settings to the DNS on the page
Then you use the drop down options to create the poke you want then hit submit stats.
Then turn on your game, go to the trade place on the second floor of the pokecenter and the person on thefar right
say you want to trade and go in like you are dropping of a poke to trade on the GTS (global trade station) but instead you go to the pokeGTS site and your poke drops out of the air
don't navigate away from the pokegts page till you get your poke

I don't know really some of the stuff, like how to make the AR codes and make a seed or whatever. That kind of advanced stuff.
I do have Pokegen downloaded onto the computer. And I have a AR.

Originally I inetended BWS as a private group for people who were commited to battling in BABA, but I am leaning now towards just letting in anyone who wants to be in it.
At least initially that is where I will administer my BAD currency and BOMB store if those ideas ever get off the ground
Other than having a perfect pokemon or illegal moves, I don't know how you can "cheat" at pokemon. You can't have a poke with higher than 252 EV and 31IVs in any one stat, and no more than 506 EVs (I hav tried)
