The location really does not matter for natures. I would suggest a synchronizer and an area without many (or any) trainers/npcs to advance your frame.

I wouldn't know, but I did run your spread on PokeRNG, and apparently, the spread has a ridiculously high frame (in the thousands). Though they may not be perfect, I did find 27/31/26/30/31/30 with seed 01140227 (frame 573 with a synchronizer) and also 26/30/27/30/27/30 works with seed a60602cc...

Well, if you EV it, you get to keep a copy. If you get it to level 70 and EV train it, you get 1 pokemon and the copy. As for the EVs, 252 atk 252 speed and 4 sp def would be great.
