It's actually banned, but a player of your level won't have any problem getting to the top. The competition is pretty bad there especially compared to the level of the average Smogoner, so I don't play there too often.
Btw the site itself mostly sucks because it's always down for maintenance and the mods are awful. Tons of people dispute even when you get win 100% fairly, and I've had disputes that haven't been addressed by the staff in two months (??) But yeah, it can be pretty fun when things are ok and you'll do great if you try.
