Its IVs are really good, but not perfect. OTR Bronzong is one of my personal favorites in gen 4. <3
You probably don't need it, but that Bronzong is something I RNG'd on the pokewalker a long time ago.
It is already EV trained too. 252HP/252Atk/6SpDef. I figured I would just let you know just in case.

Well I think I figured out the problem. I was using Trainer Profiles each time to advance the frame and I guess that fucked it up, I used Serial Radio Drama instead this time. And I hit it! Thanks a bunch for the help, I really owe you for this :)
Tools > View Memory. I put in the game's ID and then wait a bit for the delays to rise up, save state and then when it's high enough I match up with the time. The seed can be seen in it. I've checked the frames and most of them have matched.

Ok, that works. I don't really get how my frames are advancing so much though :/ maybe it's since I'm using cheats to speed up the lance battle? Or maybe I'm hitting some of the stations by accident and not noticing.
Since Raikou is Frame 1, when I use the radio to listen to Pokemon Search Party once, it goes to frame 2 right? -
