Actually, there aren't Dream World abilities for most CAPs because just about every one was made during the fourth gen, and there weren't DW abilities during that gen. Since the CAPs were designed for the fourth gen, the consensus was to not revamp them for Gen 5, just leave them as they were.

There are breed moves, for example check http://www.smogon.com/cap/pokemon/moves/krilowatt this page and they are very easy to find.

I'll answer your questions for you about CAP, I haven't participated in one however, but I have lurked for a while.

#1 You can't just create a new pokemon. From the famous words of Umdreon Dan (who probably took those words from someone else) 'CAP is a team effort." You'll to wait for a new project to start before you can submit your move, however if it was a flying type pokemon, you probably wouldn't submt backstab.

#2 There are pre-evo's of CAP pokemon, but to be honest, the CAP sub-forum isn't very organised in my opinion so it will take a while to find them.

#3 There are Dream World ability's but I think they decided those in a social group. Don't ask me why.
