Once you reach the set amount of 2700 coil, you just need to take a screenshot of it, and save it somewhere. When the suspect ends, there will be a thread in which everyone who reached reqs posts their screenshot of their reqs. Once you do that, you will have the right to vote, and another thread will come where you vote ban or no ban.
