Well, the reason why I'm asking is because I was planning to upload my team to Pokemon Stadium to participate in the Poke' Cup. The level cap is 155 per match, so I wasn't sure how high I should level him. I was thinking of leveling all of my pokemon to level 51 or something.
He learns it at 52... Should I wait for that?

I'm just about to enter Victory Road, but I need help with some of my Pokemon's movesets.
My Balstoise current moveset is Bite, Withdraw, Skull Bash, and Water Gun. know this is a pretty weak moveset but I'm not entirely sure how to change it up. I know I want to have a more powerful water move and add Ice Beam to his arsenal as well. But I'm not sure if I should give him Surf or wait for Hydro Pump. I also want to replace Bite with a more powerful move, but I already used the Body Slam TM. Should I replace Bite with Strength, or would that be a waste?
