Yeah, but don't forget that Altaria, who has a pathetic base 70 special attack, is amazing with a Choice Specs. Most of the top players have used and praised it. Vibrava could be in a similar position with a Choice Band.
And I knew it could learn Superpower, but because it lowers its offensive presence and its mediocre bulk, I didn't think it would be a good idea to mention it. :p

Hmmm...maybe Vibrava? It's typing is good and would have decent bulk with Eviolite or high physical power with a Choice Band / Life Orb. Maybe this set?
