I can't explain things now, but in between now and the time period that Tobias came from, Nuclear war broke out and changed the world. There are giant,mutant creatures that roam the wastelands. As such he has ways to survive such things. one or two items that are lethal weapons, but most of his items are escape and defense weapons (such as solar-powered cloaking that he uses to take notes from afar.)

I've been using a CB Bouffalant with more bulk. It's so slow anyway, so why bother with max speed?
