I just noticed you had a 26 Speed IV, lol. Oops, well, you can shove 20 Speed EVs from Attack to Speed to compensate for this. So, it'll actually be 66 Atk/192 Spe/252 SAtk. Sorry about that.
Oh, and for the EV spread, 172 Speed allows you to outrun the fastest Pokemon Tropius can outrun in NU in the sunlight (base 115 Pokemon, mainly Floatzel and Persian; there's no way this Tropius can outrun Electrode). Max Special Attack due to the presence of two special attacks and the rest in Attack to make Earthquake do something, lol.
