    Then you probably know the rest. Bring up the menu as soon as the game starts, do your advances via Chatots, then exit the menu and immediately get the egg. Go to Victory Road, confirm that you hit your seed, then hatch the egg. If it isn't the one you want, figure out what frame you DID hit and adjust the number of advances to do to the appropriate number. Good luck! If you have any further questions feel free to ask.
    Okay, so probably the last part: Once you've hit your seed, hatch the egg. From its nature/gender/ability you should be able to determine which of frames 40-60 you hit. If not, supposing for instance you hit one that was Jolly and there are a lot of Jolly's, and you can't tell which you got by its ability or gender either, you can go to the IV dude in the Battle Subway and sort of figure out which one it is by figuring out which IVs got inherited. This will be pretty hard since your seed is almost flawless and both of your parents are flawless, but you'll find a frame that gives you what you want very easily. Anyhow, when you've found the frame you're on, figure out the difference between your target frame and the frame you're on, and do the right number of advances (flips between Chatots) to get to that target. If your starting frame is 52, and the target one, the one you want, is on frame 71, you'll need to do 19 advances, or basically look at Chatot's summary 19 times.
    Also, if you have a bunch of Master Balls, there's an easy way to check if you've hit your seed (for your IVs). After you get your egg, fly directly to Victory Road and walk up into the cave. When you enter, immediately go to the menu and use Sweet Scent off of a Pokemon that knows the move. Capture the Pokemon that appears with a Master Ball and check its IVs using the inbuilt IV checker. Now, change the tab that said "Breeding (BW)" to "Method 5 (Standard Seed)." [Actually, you should switch to that tab BEFORE you open the IV checker] Scroll down so that Frame 14-20 are visible. The IVs of the Pokemon you just captured, as given as a small range in the IV checker, should be the ones on one of those seven frames. If not, that probably means you didn't hit your seed. Just reset and try again, capturing a Pokemon in Victory Road after getting your egg to see if you hit the seed. It shouldn't take very long.
    Do you know how to advance the PID frame? If you don't: get two Chatots, select Chatter on one of them, and speak into the microphone when prompted. Now, while you have those chatots with you, if you examine their summary page, it will advance the PID by 1. In this way, you can put two of them side-by-side in the party and click on one's summary, then just go up and down between them, counting each one, until you've done the right number of advances.
    Okay, so say you find the frame with all those criteria on, say, frame 71. Now, on Route 3, where all breeding occurs, the PID always starts at 40-60, but because you can't see all the NPCs and where they are at once, you can't determine right off the bat what frame you start on. So you have to hit your seed once and hatch the egg, find out what seed you were on, then turn off the game WITHOUT SAVING and hit the seed again.
    I kind of cut off from the last part cause of something, but anyway: If you find a frame where that one slot is occupied (shouldn't be hard), and it has Jolly next to it and has the right ability number (won't go into that yet, since Garchomp only has one ability right now), and the gender you want under the right % column (in your case, 50/50), that's going to be your target frame.

    Pretty much, since three IVs are always inherited. Okay, you've got your seed, so let's just continue from there. You need to copy the "full seed," then go to RNG Reporter's main window. There, select "Breeding (BW) at the top, then the everstone nature you have (Jolly), then past the full seed in the Seed box (pasting it while it's defaulted at Method 1 instead of when it's at Breeding (BW) will cause it to be too short, not the "full" seed). Hit generate. You'll get a bunch of results, one for each PID frame, and about half of them will be Jolly. Go down PAST 60 and start looking for one that has 'Ma' or 'Fe' in the box where the IV seed DIDN'T have a 31 (In your case, that's only one box, so the other two Ma's or Fe's can be anywhere).
