Personally, I'd go with the first. If you search higher frames though, I'm sure you can find an awesome modest spread.
The frame? It was like 15,347,257 I think. So around 15 million frames.
And yeah, use method 1 for stationary captures like Mew and Deoxys and stuff. Method 2 is for wild pokemon in grass and caves and stuff. Although sometimes, depending on what frame you hit, you could find something like a split spread which basically means that only half of your target IV's are generated, and the other half of IV's comes from a different frame. If that ever happens to you, it's method 4.

It's pretty useful. Also, if you ever RNG Deoxys, try hit 500 frames early because there is a slight delay before Deoxys appears. For me it was a 500 frame delay. xD
