Hmm, yeah, the Low tier is filled with crap but there's usable crap too. If this goes, then we need to do this for all of the other In-game tier lists. I wouldn't mind doing this...

Okay, then I'll hazard a guess of around 22. Gardenia, the second gym leader, has Roserade at level 22. And you can't beat Fantina yet so you can keep going on the road to Daycare town. So... your highest level, depending on grinding and trainer killing, would be 25? I would think so. 16-19 is okay, just needs a little grinding. Then Gyarados can level itself, lol.
I'm convinced for High tier. Do it.
Hmm, the Good Rod being able to catch level 10 - 25 Magikarp is actually a good point. If you can get one within the 16-19 zone, you don't need to train it early-game really.
That might actually make it High tier material! The Old Rod turns out useless then lol. What level is a team usually at when the reach the Daycare Town (aka get Good Rod)? It's actually the route before the town that you get Good Rod but w.e.
Glad Chocolate-Kip agrees with us for Mid tier Magikarp. Definitely where it belongs.

Hmm, Gyarados for High is very debatable. I could see it happening because Gyarados is awesome + Intimidate rape. Still, the Magikarp stage is a downer and you have to spend a lot of time getting it to evolve via switching (lol Tackle) and the low experience growth rate doesn't help either. Definitely need more people to weigh their opinions on this matter.
