No, the reason that is, is that after you Sweet Scent, your frame is advanced to the Actual Frame of the Pokémon you battled +5 for battling it. Then it's +2 for the next Sweet Scent. But what I'm trying to say is the act of Sweet Scent itself is only +2. This is true even in DPPt.

Eep's not sure if the Encounter Slots are reliable yet. From all my testing, Sweet Scent has a Monster Frame of 2, but I'm not ready to make it a rule. Anyway, I decided to try because the spread I found had a Method K frame of 2 with a Synch, so I just tried to hit my delay and Sweet Scented and hoped I got a Swinub, which I did. I was prepared to try some other frames by figuring out the advancements on that seed, but I didn't need to. If they are reliable, (and you can help if you want), the encounter slot RNG Reporter gave me on that frame was 2. If you can find another spread you'd like to go for and try and get a Swinub where it says 2, it may work. I Sweet Scented just after entering the cave from the Mohogony Town side.
