Iccuris is FAR superior. The only 'mon you run into is Stunfisk, who gives 2HP EVS, meaning you have a 100% chance to run into an HP-giving opponent.

Also, Metal Burst is useless on a Prankster set because Prankster would make it always go first, and thus fail. Metal Burst doesn't have negative priority.

I think what you're missing is that you don't need to 'set-up', per se. Fake Out forces your opponent to flinch, so unless your opponent has a Steadfast or Inner Focus pokemon, you can disregard the entire first turn. Your opponent switched? Doesn't matter, unless it was to a ghost-type. You...
