Yes, RNG = Random Number Generator. It is exploited to legitimitly get shiny and flawless pokemon without an external device.
You can RNG on wondercards, eggs, catches, the pokewalker, etc. I only know shiny egg abuse, and pokewalker abuse by heart right now though. =(

kind of except the pokemon you end up getting are legit

sometimes but most people usually RNG for IVs where they manipulate the game itself to get those Ivs. It's very time consuming but they tell you all about it here
For nature all I had to do was catch a synchronize pokemon with an Adamant nature, so I could pass the Adamant nature to wild pokemon (Gyarados). For IVs I just have to try and get lucky
I know it just ticks me off I couldve had a perfect one on my first try
no unfortunantly, and I came so close to a perfect Gyarados on my first try. It had good ivs except a 4 attack iv -
