    regarding the LC Open act call
    I waited 15 minutes on main and then checked smogon but my opponent already called act after 16 minutes.
    I tried contacting him after I saw that but he went offline after those 16 minutes.
    Ive played almost all my games on main and we never agreed on playing on smogtours beforehand so Im not sure why Im in the wrong here since I also waited for him on the main server.

    No clue where you got the LC open signups closing at 11:59 from (it does not say that anywhere as far as I know) but like I said in the dm you sent me, you can sign up as a substitute in the round 1 thread.
