    For e.g. run 136 speed on umbreon to outspeed MAX SPEED donphan, 212 for max speed positive, and running SCARF umbreon to outspeed SCARF donphan(donfan).

    OK so there are a fair number of things that need to change. Your team has little actual synergy, and it honestly seems like you just put together a bunch of Pokemon that you thought would work well together. Plus, some of your sets do not fit well on this team. The first major change I recommend is to remove Volcanion here. The Grassium-Z set is nice to lure Pokemon like Slowbro and Slowking, but honestly, such a set is fairly outclassed by Mega Blastoise. This also gives you a spinner, meaning that we can optimize your Latias. Standard Blastoise (192 speed, 252 sp. a, 64 HP) is fine (speed to outrun timid primarina) with a standard moveset of hydro / rapid spin / dark pulse (to hit slowbro, slowking, latias mainly) and aura sphere (empoleon walls most of your team).

    The second major change would be to now run Calm Mind Latias>utility, as this set actually beats CM Clefable 1v1 and improves your team's matchup versus more defensive builds. Standard moveset and EVs are fine (draco, psyshock, roost, calm mind).

    Thirdly, I would really run HP Fire Klefki>Clefable in this slot, as spikes really help Latias break through its checks (bulky steel types), and this works nicely with Bisharp to deter Defog. HP Fire is needed because you are already fairly Scizor weak, and HP Fire forces it out and 2HKOs offensive variants. Defensive EVs and a standard set is fine.

    For smaller changes, run an Impish nature on Hippowdon to live a +2 Knock Off from Bisharp (while still avoiding the 2HKO from +1 Raikou's HP Ice), and run max speed on Bisharp. That's it though! Here's the pastebin of your new team: http://pastebin.com/1Qt1pXdL
