I can only tell you what I read on the forums, I myself tried to RNG it under method K and was unable to, other posters here stated that it was this alternate method which generated the PID for the Gyarados.

Don't bother, I believe it is generated similar to a chained pokeradar shiny, I already tried to RNG it, and could'nt.

Stepping/turning in a area with wild pokemon will advance the frame by 1-4, because it is inconsistent.

Oh that's right claim I cant doit just because I find it to be inconsistent. I know what I saw.
