Yes, your RNG Reporter is outdated. Use 9.96.5. Are you hitting your IV seed? If you hit your IV seed, something is throwing you off your PID Frames, which is possibly WNPC movements.

I'm not that familiar with PPRNG, but I believe the starting frame is 21. You just have to choose a frame higher since you'll be walking to get close to your Pokemon. How do I RNG which Pokemon to appear in the hollow? I'm using Hozu's guide, but it somehow is conflicting with the new RNG...

Nope, just attempt to hit your time when you load your game. C-Gear seeds no longer exist anyway. It just advances your IV frame to 21, iirc. However, your PID Frame keeps on advancing.
