Yeah, I'm sorry. Since technically gary did not break any rules, he cannot be placed on the blacklist. The only solution was to do a giveaway and make them all free which he cannot profit off of.
I'm sure you're already aware with the drama going on with gary. It all basically began because he lied and wasted time to several trusted traders in the wifi forum.
Here is the post in the blacklist regarding the issue.
This issue has already been discussed between the mods, mattj, and myself and thus the giveaway took place since gary was profitting off of pokemon he lied for.
