When I RNG the pokewalker, does it matter how many pokes I catch as long as the target (in this case a Surfchu) is in the right spot? As in x/Surf/x?

I probably only walked (cycled) a maximum of 15 steps, given the proximity of the Day Care Man near Goldenrod and the patch of grass below him. What I want to know, however, is why the frame kept changing.
