Is there anywhere I could learn how to rng in HG/SS?

When my journal comes up the first page is the only page that says that I captured a Pokemon. When I start up the game I start on frame 6. So I flip away from the page then back to advance the frame, but it does not seem to actually advance the frame because the Pokemon's ivs do not change...

Is it possible that my game does not work with RNG abuse? It seems like flipping pages in my journal does not advance the frame.

When you journal comes up if the first page has you catching a Pokemon, if you flip away then flip back to the page will that advance the frame?

I'm going through the frame calibration step right now and for some reason it refuses to work. I can't manage to get the same a frame more than once.
