OU Speed? You mean in 5th Gen Right? Well I've Had ALOT Of Success with Speed Form With Stealth Rock / Spikes / Taunt and Psycho Boost I Usually Get Rocks and At Least 1 Layer of Spikes, You Could Probably Replace Psycho Boost with Super Power as a Lead
As a Late Game Sweeper I'd Say you Have a Well Balanced Moveset I'd Say HP And Atk Since It Already has Enough Speed It Doesn't Need Any EVs in Speed and it Also Needs Durability :3 Hope that Helps
