I feel that Charizard is great choice for Pokemon of the week. Y can learn Solarbeam (in combo it's ability it makes it broken) so it counters it's own counter. X on the other hand is a solid counter to other dragon types (it's also a good counter for its Y self) as it can take a couple of hits...

Although I don't know what tier your creating the team for, i suggest a tank like Ludicolo and maybe a mega Manetric assuming your really going in for the rain team aspect.

Essentially, Yes but it's usually determined by how much more powerful Poke'mon of the same tier are in comparison. And in reality what a lot of people forget is tiers are actually based more on how much it's used rather then how good it actually is.

If you are not already informed about tiers i suggest you look it up. But banning is essentially a way to get rid of Pokemon deemed to op for any tier. Hope this helped!!

Grass/Ice is the worst dual defensive typing in the games been that way for awhile... EDIT:pretty sure you already knew that though.
