With Adamant Waterfall you speed tie with Band Sawk and have a good chance to OHKO
With Jolly Aqua Tail you outspeed Band Sawk and have a chance to KO as well, just with the chance of miss. And Basculin has pretty good speed benchmark
Use Adamant LO Taunt Adaptability Basculin or Jolly LO Taunt with Aqua Tail
