Leads are the most important thing in vgc. You either have your team countered or counter your opponents team. There are some loop holes to this: Your back up pokemon. A common lead is ape/giratina. My leads happened to be dusknoir and dialga. People almost always fake out dialga (I protect) and use shadow force on dusknoir. My back up is togekiss. I get a free turn to trick room and the next turn switch in togekiss and have a trick room up and am able to damage infernape first.
But for now it's easier to think of kyogre counters for your leads, just to start with. Ludicolo is the ultimate counter. Being able to leech seed and grass knot while Kyogre's spouts do almost nothing. Thunders don't do much either if you put in the right evs.

I think I found the reason why you couldn't download it. They are updating.
Palkia is in a way one way to wall kyogre. It's neutral to thunder, ice beam and walls surf, muddy water, and water spout well. It's faster and is able to thunder before Kyogre can. The downfall to this is that there are lots of scarf ogres and follow me users(togekiss mostly) that take the thunder. So kyogre's support gets hit and it's able to thunder palkia or it's scarfted and thunders anyways.

Vgc is kyogre dominated. Basically 50% of the battles you will do in vgc have kyogre in it. This is because weather is a dominate force in vgc. If you control wheather you have the advantage. This has lead to the use of many weather teams: For example a common rain team: Kyogre, ludicolo, toxicroak, palkia. The order can be switched in any way to create a diverse team.
