Here's basically what you want to do:
1) Get someone with Sweet Scent in your party
2) Go to the area where you want to capture the RNG pokemon
3) Save, turn off the game
4) Turn back on...
Check the first post for the basic guide. I don't know anything about PPRNG, but I know the PC equivalent is superb, so speaking only from personal experience I'd suggest using a PC if possible. You do have a DS Phat / Lite, right?

Oh, so "gift pokemon" is the same method as "breeding" now? IIRC there used to be a method called Breeding that would account for starting on frame 8. I tried using the normal encounter method, but I got really weird results that didn't match anything.

I was very into this scene a few months ago, but then I grew bored with Pokemon because I didn't really have anyone else to play with. Now I'm sick and picked the game back up to keep me entertained. I haven't used the last couple versions of RNG Reporter (latest is 9.81...
There's a chance it will inherit all 3 IVs from the flawless Ditto.
There's also a chance it will inherit all 3 IVs from the other parent.
To be sure, you either need to play with PID frames in RNG Reporter, or you need both parents to be flawless.
Sorry about the computer problems. I'd be quite interested in seeing this, though. ^.^
EDIT:@ExquisiteZero: All you can manipulate with the C-Gear method is the direct IVs of the baby. After those IVs are set, though, they're overwritten with some IVs from the parents - that's the inheritance...
Your eggs won't necessarily be perfect, depending on inheritance.

Excellent! :D I have a DSLite. According to that video, I've got v5 (two purple screens appeared). Button presses do tend to increase my Timer0 by 1.
EDIT: Firestorm, you're using Sweet Scent, not running around in the cave, right? Did you put in your complete MAC address, not a partial one...
Your target is :55 and you have a one second delay, so start the game at :54. It doesn't have to be precise at all - anywhere between 54 and 55 seconds is just fine.

Personally, I think hatching flawless Pokemon is easier because I don't like messing with encounter slots. When you breed, though, you have to deal with inheritance, so you need good parents.
There's probably a real explanation, but I don't know what it is, so maybe. It's what happened to me.
Also, you can't press any buttons until the Game Freak screen (with the comet) which is significantly later than the one you mentioned before.
