For dual typed Pokemon, the primary typing decides how much power you gain your kingdom. After a Pokemon is hatched, if it is Dual typed, it must decide upon what kingdom it will join. If it evolves from a single type to a dual type, it must also decide.
Take Slowking for example: it is primary typed as Water and secondary typed Psychic. If Slowking joined the Water Kingdom, it would have strong influence and power. If it chooses Psychic, it will have next to no power or influence, but will be respected for choosing the "superior" typing.
The kingdoms are in constant conflict over who is the dominant one.
The exception to this constant battle is the Legendary kingdom as it is completely sealed from the outside world.
We come in when the Legendary Kingdom finally opens and the Legends attack the kingdoms and take them over.
It is up to 17 Pokemon who are considered low class and are usually ignored to settle the differences between the kingdoms and oust the legendaries.
Each kingdom is at different places of advancement.
The most advanced are the steel, Electric and Psychics.
