Can someone explain why there is PR discussion about running a suspect for Jirachi when the majority of the surveyed players did not support tiering action on Jirachi? I understand it's annoying to lose to finches but this seems...not right.

I recently learned that Sandstorm on Showdown is actually not cart accurate, how it damages mons in order of speed like it does in later gens, in gen 3 it's apparently supposed to be random. I tried looking for a PR thread about this and couldn't find anything, and there isnt anything on the ADV...
