What your missing from your statistics are switching, Pursuit and Feint. Feint will go after Protect/Detect but work before +1 priority moves. From that Feint is 1.5 priority. Since the highest is +6, switching would be +7. Pursuit is +8 then if you are switching, but +0 otherwise.
