By how much does sweet scent advance the frame? Maybe the reason you might see 1 or 3 is because this time you aren't sweet scenting but instead walking into the spot.

Pidrng is what determines what pokemon you get via encounter slots. You need to pick a seed for which the shiny pid's encounter slot is the one you are looking for.

I haven't RNGed in a while - what do the "True Starting Frame" / "Shiny Offset" options do in the newer RNG Reporters? I had "Min Frame/Max Frame" and "Max Shiny Frame" as my options when I RNGed.
