Hi UU, we’re here with the results of the survey on Hoopa-Unbound as well as the plan for tiering going forward!
For Fun, the results were
6.84/10. In the eyes of the council, this is pretty good as many players are enjoying the metagame nicely and no immediate issues stick out compared to prior points of the DLC 2 era. Generally speaking, values rather close to the 7 range are what’s aimed for and this is fairly close to it. Of course, fun could be higher, but burnout from UUBD as well as the fact it’s been two months since tier shifts both play a part in this score. Nonetheless, the UU council will continue working to make UU a fun and enjoyable tier.
For Competitiveness, we got a score of
7.17/10, which to us means UU is in a pretty good spot competitively with no threats or playstyles seen as overbearing by the playerbase at large. While certainly a more centralized metagame, many diverse playstyles are present in the tier and we continue to see experimentation of niche Pokémon and strategies which reflect a healthy metagame. Like the fun score, it can be better, but we are doing very well as of now and hope to continue these high scores in the future.
For Hoopa-Unbound, the value recorded was a
2.79/5. This is a very clear consensus that Hoopa-Unbound is
not a suspect worthy target at the moment with an almost guaranteed dnb result if the test were to happen. While Hoopa will still be monitored going forward, there’s no action planned for the foreseeable future and you can expect Hoopa-Unbound to remain legal in the UU tier.
Additionally, in the survey, the following Pokémon got several write-ins that caught the attention of the council: Okidogi, Greninja, Ogerpon-Cornerstone, and Garchomp Retest. However, none of these have support for tiering action within the tiering council, and for transparency, this post will give the council’s reasoning as to why these Pokémon are not considered for tiering action at this point in time.

Like Hoopa-Unbound, Okidogi is something to keep an eye on going forward, but right now nobody really wants to remove it from the tier. It’s undoubtedly strong, but we’re already seeing adaptations like more Gligar, Fezandipiti, Pecharunt, and Tera Poison mons to take it on, not to mention already existing threats like Zapdos, Rotom-Wash, Excadrill, Tornadus-T, and Latios all giving it trouble as well. The two main sets in Choice Scarf and Bulk Up both have their flaws; Choice Scarf still doesn’t want to really spam any of its attacks, while Bulk Up takes some time to get going and can be overwhelmed at times, not to mention it is quite Tera reliant due to a weakness against common threats like Zapdos, Excadrill, and Tornadus-T. Okidogi’s defensive utility is also a double edged sword, as it will be needed on many teams to swap into notable threats such as Cornerpon, Greninja, Lokix, and Hoopa, meaning that it’ll be worn down a good bit to where it’s not effective as a breaker or sweeper. Okidogi is certainly a more centralizing Pokémon than a lot of others in the tier but the UU council believes Okidogi still has its flaws to where action isn’t needed and offers much more good than bad in the metagame to want to keep it around.

The ban Grenjnja movement has essentially died out from the council and most of the community even. While certainly powerful, evidence shows that Grenjnja ultimately struggles to click the right moves a lot of the time and really has a lot of guesswork involved to get the kills necessary for its team. Between Slowking, Hydrapple, Cobalion, Scizor, Lokix, Hoopa-Unbound, Okidogi, Tornadus-T, Zarude, Rotom-Wash, Tinkaton, Toxapex, Fezandipiti, and Quaquaval, there’s more than enough offensive and defensive checks alike that exert pressure on it as well as limit its breaking chances as a whole. It’s also frail and really relies on team support to click which creates limitations as a wallbreaker; this issue is amplified with how easy reactive Tera can be used to take it out. In the end, if a threat really needs to click perfectly to pop off, it’s not broken, and Greninja falls into that category that ultimately leaves it a balanced presence in UU.

Ngl nobody supports action on this whatsoever, like I don’t want to say “never” because that’s something you shouldn’t really say in tiering but I highly doubt any tiering action will occur. Like Greninja, Ogerpon-Cornerstone is flawed in the sense it’s very weak to hazards, doesn’t pack much if any defensive utility at all with a terrible typing, and has to really rely on the right clicks to pop off especially with rather flawed coverage moves like Stomping Tantrum and Superpower. Cornerpon also gets revenge killed more easily compared to Greninja even, being weak to Bullet Punch and is outsped by Serperior, Tornadus-T, and Greninja itself. It really struggles to even enter to begin with and honestly creates teambuilding holes in a lot of teams it finds itself on, resulting in it being something that just isn’t really considered problematic.

Retest: In the current climate, nobody also supports a Garchomp retest at all. The fact is that Garchomp is still too far deadly of a sweeper with this tier just not equipped to handle it at +2 +1 with such an amazing typing and natural bulk that lends it a lot of setup chances as well as hinders attempts to revenge kill it. It takes advantage of far too many staples and ultimately creates a negative centralizing force that isn’t needed. Spikes sets in particular also will be a lot more toxic and unhealthy now with the way our hazard control is. While Garchomp is definitely something we could retest down the line, a lot would have to change with drops from OU that go beyond Skarmory even to have a shot in UU.
To summarize, nothing currently is up for tiering action, although Hoopa and to a lesser extent Okidogi will continue to be watched, and as of now the plan is to see how the tier changes on October 1 will affect the UU tier. We thank you for reading and hope to see you around still!
