Implemented Shorten the scheduling grace window

I agree with Larry's post on this one and I think 15 minutes is too short of a time. I don't want to lose an SPL game because ho3n got caught up at work and his opponent started a stopwatch right when the clock hit 5:00.

30 minutes is the right balance for emergencies while still respecting the opponent's schedule. It has worked fine thus far and shouldn't be changed.

If people abuse the system punish them on a case-by-case basis (this was done this SPL) instead of risking more substitutions and activity wins.
 
We're going to go ahead and implement the following, which was suggested by a few people in this thread.

The player online must wait either 30 minutes from the scheduled time or 20 minutes after the team-wide tag, whichever is later.

Old Rules: Team A's player is online at 1:00 which is the scheduled time, and they tag the opposing team at 1:13. Team B has until 1:43 to get a player online.
New Rules: Team A's player is online at 1:00 which is the scheduled time, and they tag the opposing team at 1:13. Team B has until 1:33 to get a player online. (20 minutes after tag is later than 30 minutes after scheduled time)

Old Rules: Team A's player is online at 1:00 which is the scheduled time, and they tag the opposing team at 1:05. Team B has until 1:35 to get a player online.
New Rules: Team A's player is online at 1:00 which is the scheduled time, and they tag the opposing team at 1:05. Team B has until 1:30 to get a player online. (30 minutes after scheduled time is later than 20 minutes after tag)

This is obviously a relatively marginal change, but we do think it addresses a few of the pain points. Teams are no longer incentivized to always tag "frame 0" which is an annoying concept for both sides. The team with the player online currently needs to do this immediately, or risk their player waiting beyond 30 minutes and it's also annoying for the other side if the player is acting in good faith and just needed a couple minutes to get online (which is the majority of cases).

We don't think 15 minutes is a good idea, as that's a much shorter duration than the current standard and at the end of the day the primary goal is still to get games done. That being said, we do intend to continue punishing players that consistently bend these rules in an unsportsmanlike manner. This rule will take effect immediately, including for the ongoing WCoP Qualifiers.
