Three subs are the bare minimum. The Iron Boulder and Regidraco subs need one more vote at the end, or they will be ignored outright.

Stats: 80 HP / 100 Atk / 50 Def / 100 SpA / 50 SpD / 200 Spe | BST: 580
Abilities: Transistor
Move Additions: Superpower, Knock Off, Taunt, Power Gem, Psyshock, Double Shock, Wide Guard
Move Removals: Tera Blast
Name: Thunder Cage
Type: Electric
Category: Special
100 BP | 10 PP | 100% Accuracy
Tags: Partial Trapping
Effect: Prevents the target from switching for four or five turns. Does 1/8th of target's maximum HP at the end of every turn.
Justification: Regieleki is a potent offensive pivot here thanks to having a strong STAB move that can trap targets, but only has minimal coverage options, but these coverage options can do enough of a job to help Regieleki put in work against teams. Superpower, Knock Off, Psyshock and Power Gem are small but impactful tools that can be used to potentially chip away at resists or even some variants of Ground types.

Stats: 150 HP / 100 Atk / 75 Def / 100 SpD / 75 SpD / 80 Spe | BST: 580
Abilities: Dragon's Maw
Move Additions: Recover, Knock Off, Iron Head, Meteor Beam, Superpower, Spikes, U-turn
Move Removals: None
Description:
Regidrago is almost there, but just isn't yet. Its bulk is really awkward and lacks recovery, while its offensive sets are just slightly too lacking. These changes help compensate and also do more! Recover alongside the bulk buff (the bst didnt change) means that Regidrago has a lot more staying power, while the addition of Recover and Spikes give it a defensive niche. Knock Off also helps on Spikes sets, as Regidrago forces a lot of switches that it can capitalise on with Knock Off and Spikes, whereas U-turn lets it play a more offensive game with Spikes or even go all-in offensively with a Choice Scarf and Dragon Energy or Draco Meteor. Iron Head helps support Dragon Dance sets, as currently it is very easy to stop Regidrago with almost any Fairy-type. Superpower and Meteor Beam are for Dynamax sets, but are otherwise very minor additions.

Stats: 90 HP / 120 Atk / 82 Def / 66 SpA / 108 SpD / 124 Spe | BST: 590
Abilities: Quark Drive
Move Additions: Rock Slide, Knock Off, Volt Switch, Stealth Rock, Wide Guard
Move Removals: None
Description:
Iron Boulder doesn't need much to be good, and already has most of the moves it wants. Keep in mind the massive word of "most", and that's where Knock Off and Volt Switch come into play. Knock Off targets Gholdengo, a major problem Pokemon for Boulder, while removing items to enable entry hazards or just simply cripple the target. Stealth Rock pairs well with Knock Off, allowing Iron Boulder to set its own hazards and punish any switch-ins with Knock Off. Volt Switch, on the other hand, allows Iron Boulder to function as a strong pivot while still leaving it vulnerable to Ground-types like Sandaconda, Garchomp, and Hippowdon. Rock Slide and Wide Guard are additions purely for doubles, as Iron Boulder actually doesn't get a single spread move and Wide Guard fits the supporting aspect that comes from Iron Boulder being part of the "neo-Three Musketeers". The minor Defense boost is to help it take physical hits marginally better.
:pmd/gouging fire:
Name: Gouging Fire
Type: Fire / Dragon
Abilities: Protosynthesis:
Stats: 105 / 65 / 93 / 115 / 121 / 91
Movepool Additions: Work Up, Calm Mind, Solar Beam, Curse, Bulk Up
Reasoning: Flipped its stats and made it have to work with its special sets... its likely without removing DD that physical just would be to broken esp in a more offensive meta + booster energy to back it up. It sounded way to goo, so with a special set it can be a useful special tank especially bullying pokemon with a calm mind set, and its good morning sun. it can also use stuff like lava plume to give it a good supporting set.
With Raging Bolt and Iron Crown remaining unaltered!

Please feel free to discuss our winners, we will take a short break to prepare for our final, special slate, while having a few metagame adjustments. Have fun!

Welcome folks. We are in the last point before we wrap up TeraMax for good. So we will be posting one last patch before launching into our final slate.

Last Meta Changes

Tera Blast hits D-Max mons for 1.5 damage when Terastillized.

Stellar Tera Blast no longer hits D-Max mons for SE damage.

Tera has long been heralded as an anti D-Max tool, but it has often been shown to still need a bit of oomph in fighting against them. With this change it gives Tera'd Pokémon to fight back and incentivizes Tera Blast usage. Removed the SE aspect of Tera Blast Stellar nuking tgem because of the regular flat buff existing.

:Greninja:
Greninja-Ash is freed and it gets Ceaseless Edge

It was locked away more on a technicality, not a balance issue. But we know this set should be fine, so we freed it in it's final days in the metagame. Ceaseless Edge is a great move and I wanted it back into the metagame, Greninja felt like the best mon to explore that.

:venusaur-gmax:
Venusaur - +7 Def, +13 SpA, +15 SpD

Decent bulk after adjustment, SpA investment makes it a more immediate threat.

:machamp-gmax:
Machamp - +20 HP, +10 Atk, Heat Crash
G-Max Chi Strike - 140 BP, adds Focus Energy to user upon successful hit.

Makes Machamp much bulkier and stronger, with its Signature move being much more worth using. Heat Crash is purely flavor (look at it’s arms)

:blastoise-gmax:
Blastoise - +10 Def, +10 SpA, +15 SpD
+Slack Off, +Encore, +Sludge Bomb, +Focus Blast
Hidden Ability: Filter instead of Rain Dish
G-Max Cannonade also has the effects of Rapid Spin

Blastoise was nicheless both in Base and G-Max, this helps to establish it as a fun utility pick in base and a pretty good dedicated wall for Stall and Balance teams, complete with hazard removal in it's G-Max form.

:duraludon-gmax:
Duraludon - +10 HP, -25 Atk, +10 Def, +10 SpA, +20 SpD
G-Max Depletion - 120 BP. Same effects

Duradulon is now much bulkier with or without Eviolite, making it more solid as a balance pick both as a base mon and as a G-Max.

:garbodor-gmax:
Garbodor - +5 Atk, +5 Def, +15 SpD
+Barb Barrage, +Mortal Spin, +Power Whip, +Strength Sap, +Hammer Arm
+Merciless, -Weak Armor

Just makes it a bit bulkier with some utility and fun moves to use pre and post G-Max. It has alot of Poison competition at this point, so hopefully the smallest of niches can be carved out.

:lapras-gmax:
Lapras - +5 SpA
Just a lil stronger, Lapras is one of the better baseline threats in the metagame, see it as a mix between Kyurem and Iron Bundle from standard.

We have also decided that the moves Behemoth Blade, Behemoth Bash and Dynamax Cannon be distributed to a few key threats, because of how dominant D-Maxing is.

Behemoth Bash
  • Aegislash
  • Great Tusk
  • Falinks
  • Archaludon
  • Dhelmise
  • Ferrothorn
  • Steelix
  • Zamazenta
  • Stonjourner
  • Silvally

Behemoth Blade
  • Aegislash
  • Iron Treads
  • Haxorus
  • Iron Leaves
  • Iron Crown
  • Iron Boulder
  • Chien Pao
  • Gallade
  • Scizor
  • Silvally

Dynamax Cannon
  • Kommo-o
  • Noivern
  • Regidrago
  • Hydreigon
  • Salamence
  • Dragalge
  • Clawitzer
  • Tatsugiri
  • Glimmora
  • Silvally

And finally few small quality of life buffs

:scizor:
Scizor - +Roost, +Sand Tomb, +Taunt

Makes Scizor get back some good options from SS, making it more effective as a whole. I also gave it a slight bulk buff and Taunt to be a better stallbreaker.

:wo-chien:
Wo-Chien - +10 SpD, -10 SpA
+Acid Armor, +Acid Spray, +Toxic Spikes, +Clear Smog, +Gunk Shot, +Poison Jab, +Sludge Wave, +Power Trip

-Leaf Storm, -Bullet Seed, -Seed Bomb, -Trailblaze, -Power Whip, -Energy Ball

Wo just had like, no Poison moves sans Toxic and Sludge Bomb. Some of these are for flavour, some make Wo-Chien fun to face.

:falinks:
Falinks - +Swords Dance

Lost SD early on, but this has proven to not me particularly good for it due to a lack of damage it could output as a wallbreaker, so we gave it back.

So yes, basically no more alterations will be happening for the existing mons, so hopefully this will end with a finally more well rounded game with *most* G-Maxes being reasonable additions to your team.

And now...here is the final slate of TeraMax

:terapagos: Slate 5: Terapagos :terapagos-stellar:

:ss/terapagos-terastal:

Terapagos is the maacot of the latter half of SV's DLC and is quite easily imterpreted to be the mascot of the Terastalisation phenomenon in general. In actual gameplay though, Terapagos is as interesting as is frustrating. It has three forms and three signature abilities tied to it and its own signature move. One form is functionally useless, one form is hardbanned to Ubers due to it being tied to the mechanic in question, and the final form is essentially stuck in limbo because of that. Tera is here to stay in this metagame, which does mean that something would have to be done in order to get them balanced.

Thus this special slate will have NO restrictions! Any stat altercation, movepool addition, ability change/addition or custom modification to any of the three forms here is on the table - including even the method of transformation. If you want to streamline the transformation process for all three forms, you can. If you want each form to be an out of battle style individually viable independant of each other...you can! If you want to fully tune this Pokémon to be a top tier Ubers menace.....YOU CAN'T! Please remember the mod is primarily targeted to TeraMax OU, you can just make its actual Uber form Uber exclusive though! Basically whatever you want to do to envision Terapagos as a mainline threat to the TeraMax tier is on the table, so have fun as we take one last ride for our meta!

Tera Shift:
Effect: Before being attacked, this Pokemon changes it's type to one that resists / is immune to the attack.
Permanent: Yes
Pierced by Mold Breaker: Yes

Miscellaneous:
Terapagos's Tera Type is no longer locked to Stellar.
Terapagos no longer becomes Terapagos-Stellar upon Terastallizing if it is not holding a stellar tera shard.
Terapagos-Base and Terapagos-Terastal can now be brought individually of each other.

Reasoning: With a bit more damage output, a better stab option, and recovery, Terapagos can become a solid ou threat, instead of just cursing the day gamefreak chose to make its stellar form non-optional

The next damaged Pokemon to enter battle after Terapagos is KOed will be fully healed. Also, if the team has already used Tera when Terapagos faints, grants an extra Tera usage.

Deleted Moves:
Calm Mind
Misc. Changes:
No longer immediately transforms into Terastal form. Can now gain the effects of Eviolite. Cannot use Tera.
Justification: Eviolite gives the baby form similar bulk to Porygon2, giving it a chance to use its utility movepool. It also gained some Attack so it's not completely passive. The new ability effect cements its support role with a strong effect and gives it potential as a lead. Loosely based on Terapagos giving its power to allies- I'm pretty sure it does that in the anime. Stole a bunch of the moves Clas added for flavor/VGC reasons, as well as Astral Barrage to help Terastal form in the abscense of Calm Mind

Deleted Moves:
Calm Mind
Justification:
Nerfed its Speed a bit so it can't outspeed Ogerpon/Munkidori/Zamazenta/etc after a single Rapid Spin. Otherwise, the Terastal form is already strong in formats like NDOU, Monotype, and Draft, so I don't think it has to change much. Gains the same moves as the other forms, giving it a much stronger move for Ghosts and some VGC tools

Deleted Moves:
Calm Mind
Tera Starstorm:
Vanilla stats, also deals x2 damage to Dynamaxed/Gigantamaxed foes while Terastallized
Justification: Lowered its BST a bit and spread out the bonus stats to make it more reasonable for OU. The removal of Calm Mind and some Speed should also help it stay manageable, while Tera Starstorm remains a strong option and gains the anti-Dynamax effect that Teramax added to Stellar

Justification: Terastal Terapagos kinda sucks in standard. It becomes broken thanks to its Stellar form, but is otherwise just a decent Pokemon. However, with Stellar Shell (and Stellar Shift) being bannable, it is now possible to play with specifically Terastal Terapagos! The added moves allow Terapagos to have better coverage pre- and post-Tera, especially since Terapagos doesn't learn Tera Blast. Encore punishes slow play from Pokemon like Alomomola, Togekiss, and Clefable. The slight boost to Terapagos's Special Attack allows it to keep up with the rest of the metagame slightly.

Edited Moves: Tera Starstorm
Terapagos-Stellar: Stellar type, hits both foes, maintains STAB boost.
Justification: Terapagos in all forms of Ubers play is bad. The cost of using it is Terastallization, which is way too steep for a just good or decent Pokemon. Its Special Attack, while decent, also leaves a lot to be said. Not to mention, Tera Starstorm becomes non-STAB, which is really depressing. No longer is this the case! With the change to Tera Starstorm to keep its STAB boost on Stellar Terapagos, it no longer taking the team's Terastallization, and its big new tools in Encore and full type coverage, Stellar Terapagos can actually be a considerable threat! Tera Starstorm is obviously Terapagos's main move, but it can now pair much more effectively with moves like Meteor Beam, Earth Power, Shadow Ball, and Calm Mind. Encore and Life Dew are utility moves that allow Terapagos to have more flexibility in Doubles, dealing strong burst damage wth Meteor Beam and Tera Starstorm while providing pressure or protection with Encore and Wide Guard and healing itself and partners with Life Dew. The Pledge moves also pair well with Meteor Beam Terapagos, enabling archetypes like Swamp and Sea of Fire without cutting into its moveset too heavily. The rest of the moves are simply to flesh out Terapagos's coverage to truly be the "master" of types (like did you know terapagos doesnt have stab for any of the non-pledge moves added, because it doesnt fsr). The slight boost to Special Attack is to make Terapagos hit minorly harder unboosted so that it isn't caught behind competitors like CSR and Miraidon.

Looking at the nat dex VR we see how it sits in A tier without tera. I feel that this pokemon is almost perfectly fine untouched and it should fit fine in the meta. These changes to terapagos-stellar help it be something of a threat in UBERS. With new moves like defog, encore, t wave it gives it a good supporting niche as well especially with tera shell allowing ti to tank any one hit

Just as intended, Stellar Shift / Stellar Shell will be banned from TeraMax OU, left to TeraMax VGC formats and potential TeraMax Ubers. That being said, that is it! Outside of late game balance changes, TeraMax is complete. Thank you to every single person who has contributed to the growth and development of this metagame. Though controversial at timee, TeraMax is still in my opinion one of my proudest personal projects I have partaken in Pet Mods, and to see it come to fruition more or less how I originally envisioned it. Shout outs to my esteemed council members who pitched in after PMPL who helped to revitalize the meta. ViZar Gekokeso scionicle Clas TTTech and EeveeGirl1380 helped, no matter how small, to make TeraMax what it is today, and I have sincerest gratitide to them!

In regards to TeraMax, the metagame formation may be over, but the metagame development has only just begun. Expect announcements from us here in the near immediate future of TeraMax very soon. Walk good, my people.

Since TeraMax is over, we won't be adding anything else impactful to the direct metagame. Regardless, for both flavor and other side projects we will be adding the rest of the Uber lineup to the tier. We also decided to make adjustments to said Ubers to allow them to be better fleshed out in both a hypothetical Ubers and real Restricted TeraMax VGC format. So here is what is added, and what got changed. (Ofc, everything added here automatically goes straight to the banlist sans base Necrozma and Zygarde-10%).

-Battle Bond, +Mold Breaker

This was supposed to happen awhile back but the play testing tour got delayed, and life got a bit busy, but now we are here. The council decided to remove Battle Bond on G-Max Charizard, and revert it back to the original Mold Breaker. We felt that Battle Bond enabled Charizard to snowball too well, and that with Mold Breaker Charizard will have to sacrifice moveslots to attempt to boost SpA. Outside of that we should be good to go. Have fun with PMPL!

The Mainstays

:dragapult: Dragapult is the Pokémon with the highest usage to maintain a 100% win rate, and it's not hard to see why. Dragapult's high speed, utility and ability to apply offensive pressure versus the majority of popular threats in the tier makes it a surefire Pokémon to slot onto teams, which is pretty remarkable especially since this Pokemon isn't known for being a popular D-Maxer / Tera user in the metagame.

:great-tusk: Is another Pokémon with a 50+ win rate combined with a higher usage rate, and is also the second most user Pokémon so far. It makes sense - not much has changed directly for Great Tusk in TeraMax, and alot of it's most annoying matchups were not very popular. It's Great Tusk, you know what it does.

:Togekiss: The most used Pokémon in the tier so far, Togekiss showcases why it's a S-Rank threat. Togekiss is usually known for it's defensive sets, so it's interesting that it's most popularly being used as an offensive threat, particularly a Dynamax user. In last year's PMPL offensive Togekiss was present, but defensive sets were equally as present then. But here it's much more offensive this year around, in a metagame where checks to Toge are much more present (buffed Toxapex, Glowing, Fezandipiti, Copperajah) so it being popular is fun.

:Ogerpon-Wellspring: Ogerpon-Wellspring is currently the most controversial Pokémon in the tier, with it going from fumbling in a match to getting consistent 6-0s. Ogerpon-Wellspring trades the 110 Speed tier for better bulk, and Ogerpon honestly doesn't mind it. We are currently monitoring how this Pokémon plays, but do not be surprised if it gets action in the near future.

The Drop Offs

:Kingambit: Gambit is famously one of the most polarizing Pokémon in OU, and it is no less different here. Hilariously though, Gambit's not performing as well as it would be expected to be, with only 1 win in three matches. It can be argued that people are simply prepping for Gambit more frequently, but the possibility that Gambit is starting to lose steam is on the table.

:cinderace: Another S rank standout with alot of eyes on it going into the tour, Cinderace (specifically it's G-Max variant) isn't popping off as much, with only 1 win in multiple appearances. Cinderace is pretty influencial force in the tier, so I am surprised it hasn't gotten more usage, but I guess people are not drawn to it atm.

:raging-bolt: Lastly, while not getting any direct adjustments, Raging Bolt is a phenomenal sweeper in the current metagame, but for one reason or another it hasn't translated to games in the tier. Possibly the prevelance of Ting-Lu and Dragapult in the metagame right now may dissuade people from picking it up atm. It will be interesting to see how it performs in the future of the tournament.

Some surprises I've personally noted are people gravitating to Orbeetle and it's Sticky Web setting capabilities, to Calyrex flopping upon every appearance. I want to see how Week 3 and 4 shape up so we can see more variances on how the metagame is currently shaping up. Have a good one, thanks to coming to my talk.
