With all due respect to a fellow Exeggutor enjoyer, I think your post is more appropriate in the Set Dump thread. You can't be seriously asking to move it straight to C just because that one set happens to beat some Sneaslers (itemless Gunk Shot still has a 32% chance to kill you).
If you want to use PsyNoise with Harvest, consider using regular : slightly faster, has more resistances, and PsyNoise is STAB.
But for Sitrus Harvest strats in general, remains the best: faster, bulkier and with less weaknesses.
I played with Exeggutor-A a lot, I found a small niche with Haban vs Archaludon (Bulldoze>DMeteor), but now it just gets bodied by everyone. Its typing and stats are just unfortunate.
Max speed for slow Prim/Volcanion/Ursa. Protect for custap. Bulks max specs Volcanion Overheat after Calm Mind (parano calc?), and jolly band Urshifu-RS Close Combat (you obviously fold to Ice Spinner).

Rises:
A+ -> S-
even stuff that beats it by type advantage needs to EV either to live Custap/AV, the set diversity combined with its bulk and attack is enough to make it stand out as one of the top threats in the metagame
A -> A+
I don't like using this, nor building with it, but its impact on the metagame is hard to ignore, the speed and defense allocation makes it so stuff without type advantage can basically never beat it reliably, this is especially op vs people that dont like bringing the good mons (hoopa, crown, ursa, what have you)
A- -> A
I have underrated this mon for a while, but its very consistent in what it beats and for me, it's the third best fairy in the tier by a big margin, i think non lefties or LO are not good though
B -> A-
B was honestly quite low for it, but mostly because I was not really a believer in non choiced sets and the choiced sets are the worst part about dragapult. Wisp WP and Curse both have merrit individually, though i believe wisp is better, curse can be annoying aswell
A- -> A
running bulk on this is optimal, funny enough, fancy and i both prepared bulky cb hax for the semi series and i think currently thats whats optimal and the most annoying at the same time, scarf is pretty, whihc makes this fairly one dimensional, but the bulk can be chosen for literally anything (specs volcanion or spect, booster hands, band donphan,...)

Good typing and easy to use, haban can patch up some sketchy hitlists while band and LO are just generally good vs the metagame at hand

Great typing and deceiptively hard to beat, its biggest downside is that some matchups can be unreliable between endure and sub, and that it in principle wants to run taunt as well. LO is also decent, even if quite a bit worse than just the liechi and normal gem ones
C -> B
We need fire types, and this one is probably the 4th best, after volcarona, volcanion and skeledirge. i think it still has flaws that put it behind the other fires (needing to run flame charge for corvi and serp as opposed to volcarona and skeledirge, and the water resist in volcanions case) but in principle it still gives us something that feels quite rare in the metagame, between being good into almost all the fairies, steels and hoopa at the same time
C -> B+
This is also a massive rise for me on my VR, but this is mostly due to me not using it a ton before umbd and PL. I think this mon is convincing in the mus it does have, and while i sometimes feel like water veil might just be the generally more consistent ability, the matchups unaware just locks up vs random boosters (id meta, sneasler eg) does also feel good and quite rewarding in the builder
Drops:
S- -> A
while it patches up a lot of hitlists, it really reduces down previews to massively annoying almost coinflips
B- -> C+
While this is a demon on paper, building actual good teams with this is impossible since, if you're running something like LO, which flips the most natural disavantageous mus it has, it suddenly doesnt beat the stuff realiably that you would expect choiced pzs to beat

i cant really explain it but it just feels a lot worse than it did a few months ago, i dont have a good reason for it though

this mon cannot beat anything reliably at all, combined with pure dark just not being mega nice as a type, if you run anything, i suggest running mixed life orb

Ive only seen AV run in practice and in theory, but im curious if anybody actually bothered to use anything else yet

Optimized for darkrai + banded pult well keeping max attack idr the rolls but they're good.
Beats prim, crown, corv, metagross, val, ursa, goodrah, alolatails, canion, volcaorna, most pults, sylv, wake. Can run other sets like lo which could force 50/50s on spect with shadow ball, be better into hoopa, beat pecha among other possibilities, but av is the best set currently.
C- -> B+
In the same tier as kingambit and latios is insane. Between lefties, amulet and scarf you end up beating a lot of the meta currently, mainly the dragons and volcarona/volcanion.
C- -> C+
Well its really weak the typing helps a lot against dragons, hoopa, ground types if you are balloon, and iron valiant. Can also run non balloon items like lo since drago is gone making it a lot more techable.

Very inconsistent and there's almost always a better fairy, like ninetales, primarina, or even florges, to run over it. Being inconsistent into prim also makes running this a lot harder.
This is the most fun this tier has been in a while
I'll explain a few of my rankings. Entire C rank is only good if you're running a tech on them.
Single best mon in the tier, by far. You don't really need more than the standard sets. Encore Disable (high def, high spdef, mixed), band and specs are enough. Add subversal and more niche stuff like attack booster or WP and you have the most solid top tier. Its only issue is that unlike the other two, there are a few too many mons that beat it consistently.
Controversial probably, but this mon has so much set diversity and power. AV, Balloon (offensive and Idpress), resist berries, WP (broken set, especially impish), scarf, etc. Spdef and Def variations of ecah of those sets have very variable matchup spreads, and against someone who abuses it, this mon is impossible to account for consistently without being pidgeonholed into a few mons.
Spdef band is broken, Defensive band is broken, Custap is powerful, Defensive LO is great, IDpress is great, the rest are usable. Water types in general are broken and this is one of the best glues in the tier.
PLEASE STOP RUNNING ACROBATICS, ITS BAD. It also isnt as pidgeonholed into sub and dd as you would think. Accounting for speed booster can be rather annoying.
Best ground type in the tier by far. Its bulk alone makes it worth it, along with consistent matchups into many top tiers. I like LO and Band the most, but scarf and av push it much higher for me.
Broken dragon type with an insane amount of set diversity.
You force so many things and then you punish people for the things you force. Scarf is a personal favorite of mine, but band and av are what gives it so much power imo. Attack booster itself also has a lot of options in the 4th slot.
Run max speed stall more, chesto and sitrus are good. Offensive sets are also good.
This mon is kinda broken on paper still. I like taunt+counter, WP and Custap a lot.
Yeah im not sure why this mon is ranked so low. Its on easily the level of sylveon and better than every other fairy. You beat other fairies, you can beat volcarona, charm beats the ground types. Whats not to love?
Impish grassy seed is broken. LO is good. Subseed can be funny.
This mon is really good between stall, band and av. People also get 3-0d by bulky physical fires a lot.
Run more blastoise please. Its bulky and it hits like a truck. High def LO is my favorite.
Only this high because it can hax everything in existence
entei's younger brother which is better into physical attackers and dragons
The grass type that beats fairies and other grass types. Its not bad.
Run av and watch it nuke things

These two mons are rather similar. Run bulky band more on haxorus, run resist berries on bax.
Not too good but you can finesse people between IDpress and Band
Countercoat isnt the only thing you can run on it, more offensive av sets can be rather good
Tom numbers propaganda mon, but bulky shell smash mons are good.
Dark types are too good
Tickle + Encore beats more than you would think. You can genuinely drop population bomb and go chople sometimes.
Just run the move substitute and beat things.
Both of these mons are bad. They always do the exact same thing, with very little room for creativity. They function as decent glues but nothing more than that.
