It's time for the highly-anticipated Autumn Seasonal tier shifts! If you just want the information without me blabbing, the full voting board and new tiers can be found

Before we get into the price changes though, we did something a little extra this time around: the tiering council took an internal vote on four controversial topics: Sleep Moves, Trapping Abilities, and two potential unbans: Tera Regieleki and Zamazenta-Hero. The actual votes + justifications can also be found on the tiering document above.
Sleep Moves 
: We voted on 5 different potential routes to take for Sleep, ranking each option in our personal preferred order. The options were:
Option A: No Action
Option B: Complex ban sleep moves on Darkrai (Darkrai is no longer allowed to use Hypnosis or Dark Void)
Option C: Ban all direct sleep-inducing moves (everything bar Yawn)
Option D: Ban all sleep-inducing moves (including Yawn)
Option E: Ban all inaccurate sleep-inducing moves (everything bar Yawn and Spore)
The result was...inconclusive. The majority of the council favored action in some form, but was split on what was preferable, and there was significant support for no action as well. Besides, we also kind of felt this was something the council probably shouldn't be deciding on behind closed doors, so the plan is to conduct some sort of qualified player survey (details TBD) regarding sleep moves in the future. In the meantime,
sleep moves will remain legal for the Autumn Seasonal.
Trapping Abilities 
: This vote was more or less just a formality since trapping abilities have been around in draft for so long, but they see very little usage. Despite this, Gothitelle and Dugtrio haven't really been changing in price. This kind of resulted in this weird in-between state when these Pokemon are apparently fine to allow, bad enough to never warrant drafting, but also good enough to never drop in price, so we voted to make it clear to treat these Pokemon normally. The council overwhelmingly voted to
keep Shadow Tag/Arena Trap legal, but strangely, the only price change that actually went through with these Pokemon was non-tera Gothitelle dropping a point. Perhaps one day they'll be given an actual chance to cause the problems they hypothetically might.

: Tera Regieleki has some potential on paper to be a nice presence in the meta. We lack hazard control options, so it would be a new viable spinner. There's also an argument to make that there's just barely not enough "good speed" to go around. Then there's another facet of Tera Regieleki being tested in notable leagues outside of Smogon and not performing to expectations. On the other hand, it certainly has the potential to cause nasty 50/50s, force obnoxious prep, and be way too constricting in the draft phase in an 8 mon format. After much debate, we ultimately voted against giving Tera Regieleki a trial primarily because the risks seemed to outweigh the rewards. Thus,
Regieleki will remain Tera-banned for the Autumn Seasonal.

: A comment sentiment in SV draft at the moment is picking a strong non-Tera Pokemon R1 is better than taking a strong Tera Pokemon R1 (with 1 or 2 exception). The problem is the power gap between these earlier non-Tera options and later ones is significant. If there were one more non-Tera option to bridge the halves of the draft order together, then the picks could stabilize. That's the main argument for potentially introducing Tera-banned Zamazenta-Hero. Many problematic Pokemon for it are already drafted, and it's particularly vulnerable to Tera Ghost, Fairy, and Poison with its poor offensive typing and lack of a better boosting move than Howl. However, we ultimately decided that Zama-H is a little too strong to allow in an 8 mon format. The primary argument seems to be how difficult it is to revenge kill. All of the common speed options aside from Deoxys-Speed just can't get the job done, which would make offensive teams even worse. Therefore,
Zamazenta-Hero will remain banned for the Autumn Seasonal.
TL;DR: nothing ever happens
Alright, time for the actual exciting stuff: the price changes. We paid attention to DCL 3 trends/win rates while also targetting many, many Pokemon with historically low usage at their price. There are too many changes for me to go in depth on each and every one of them, so I'll only go over the most significant ones.
Rises
Remember how I said last slate that the only reason Meowscarada wasn't moving up to 20 points was because it hadn't had a chance to be 19 points yet? Well it had its chance in DCL3. Now it's 20. It's universally considered a top 3 pick in the format at this point, and while it's usually been 3rd, there's a faction of people willing to take it even earlier than that.

In DCL3, we witnessed an interesting trend: Cinderace started being taken before Greninja. Whether this is a condemnation of Greninja or praise of Cinderace is left as an exercise to the reader, but it's clear that demand for Cinderace is much higher than its peers in the 14 point tier. This is likely due to Cinderace having solid raw power that can actually contest the fatter team structures popping up in the meta. We gave it a bump up to 15 points to reflect the meta trends.

Charles Cyclizar, as his friends call him, has taken the world by storm. As of week 5 in DCL3, it boasts a 71% win rate while also being taken in all 5 pools. This is relatively insane compared to the board as a whole, especially for its price. In the actual games, we see Cyclizar is being used in a very offensive manner. It's got a great Speed stat and very high base power moves, plus Regenerator lets it run Life Orb with little drawback. It's putting in way more work than you would expect a 7 pointer to do, so we gave it a 2 point bump up to 9 points.

Ogerpon-Cornerstone is suddenly turning into the most popular Ogerpon form, which honestly makes sense when you think about it a little more. Its STAB combination is excellent outside of Steel types, but it has access to both Superpower and Low Kick. While its win rate in this DCL is rather poor so far, we think its contributions to the team and pick rate warrant a price increase from 11 to 12 points.

Remember how I said Cyclizar's statistics are insane? Well, the king of OU's are even better. It has a 71% win rate so far, has never been benched, and isn't on a single negative draft (4 positive, 1 even). It's probably the statistically best performing Pokemon in DCL3 at this point. Even ignoring the stats though, we felt Lando-T didn't have much reason to be priced below the other premier Grounds, Iron Treads and Ting-Lu. So, we bumped Lando-T from 15 points to 16 points.

Nothing has really changed for these guys from the last times we voted them to increase, but it just seems like people value them more and more despite the price changes. We gave them all another 1 point bump to reflect demand.

Dragonite had something over the other 15 point Dragon-types: it actually gets drafted. And pretty consistently, at that. It's a blanket check to anything in the game while also being a threatening lead and wincon with strong priority in an emergency. The demand and its performance are there, so we gave it a bump from 14 points to 15.

We didn't feel that Tera Keldeo should be 2 whole points less expensive than the other strong Tera captain Water/Fighting types, and it continues to be taken and perform in battle, so we gave Tera Keldeo a price bump from 14 to 15 points.

These two popular utility Psychic-type Pokemon with access to Stealth Rock, U-turn, and Healing Wish have probably been underpriced for too long. They're consistently drafted and consistently put in work, so they each got a 1 point price increase.

Never thought I'd see the day when Corviknight was a popular draft Pokemon again, but here we are. Corviknight does one thing exceptionally well: click U-turn, and as it turns out, that's a pretty nice trait to have in SV. It's also probably the best Defog user in the game, so we saw Corviknight get taken early and often in DCL while also performing pretty well. It got a 1 point price increase to reflect demand.
Drops
It's always a sad day to see heroes fall...Palafin is just not being drafted at its current price point. Meta trends have been unfavorable for it for a while (the rise of Tera Zarude in particular), so it's been left behind unlike every other 17 pointer. We bumped it down to 16 points to hopefully encourage a redemption arc.
Tera Enam-I continues to be unpopular after a price decrease last slate, so we bumped it down 1 point again. There's a lot of competition for the Tera captain slot, and it's just hard to justify picking Enamorus with how expensive it is and how difficult it is to support properly. Oh, base Enamorus also dropped 2 points from 14 to 12, which could be fun.
Remember what I said in Dragonite's blurb? These were the 15 point Dragons that were rarely drafted. They've traded places with Dragonite.
The short-lived reign of Tera Greninja is over, so we didn't really see a reason to Tera tax it anymore. Tera Greninja and its non-tera form are now the same price at 17 points.
Galarian Slowking just kind of fell out of meta. It's been replaced by Pecharunt and Alomomola, which kind of take its best traits and amplify them while just adding more to the team, so we dropped it to 14 points.
These Tera Pokemon are unfortunately part of the "too good to be cheap, but not good enough to pick over their slightly higher priced peers" group. All of their Tera versions got a 1 point price decrease (and some of their base forms also dropped) to hopefully make them more draftable.
+ like half the board??? : Nearly every Pokemon with low historical usage got at least a 1 point drop. Take a look at the board and I'm sure you'll find a lot of cool Pokemon suddenly valuable for their price!
