Due to inactivity of council, and the confusion of the voting phase by the look of it, I decided to volunteer of leading the Pet Mod with @Lysion’s blessing and conclude the voting phase in a way that ensure not wasting potentially great concepts we’ve seen.

(DP*) DrPumpkinz’s vote goes by only three votes; Kalosian Snorlax, Hugfish and Mega Solrock + Mega Lunatone.
The winners are: My Ertimenor for Hail Buff, DrPumpkinz’s Mega Solrock + Mega Lunatone duo for Let That Sink In, my Ledellar for Old Dog, New Tricks, DrPumpkinz’ Hugfish for Gift Box, Nanorex’s Kalosian Snorlax, and PalpitoadChamp’s Snaisland for New Move User.

Additionally, the following winners are default winners made by PalpitoadChamp, who is the only one subbed for these concepts: Mega Floatzel for Fast Bulky Pivot, Malich for One Trick Ponyta, and Automent for Coverage Beast.

This way, we got plenty of concepts covered. Next slates, thusly, will have a more focused direction, with the following guidelines for future slates.
  • Focusing on new moves, new Abilities and new items.
  • Kalosian forms, as Snorlax-Kalos wins in this slate.
  • Emphasis on Mega Evolution forms, as Kalos introduced the mechanic.
    • From this point on, new cross-gen evolutions will be discouraged to focus on Mega Evolution, but not strictly disallowed either; if a new evo is given to a single stage or once evolved Pokémon with a BST lower than 460 (i.e. Watchog, Ariados, Mightyena, etc.), then we will let it slide as long as it provide a distinct niche from other Pokémon of it’s type. We also allow evolution exclusive to a regional form.
    • Granting an X / Y Mega form to a Pokémon already having one is only acceptable if the official Mega is banned or if it is proven distinct enough to use. No Pokémon can have more than two different Mega Evolution forms. Kalosian forms cannot be granted a Mega Evolution.
  • Possibly a new group of Legendary Pokémon or one new Mythical Pokémon.
If there are questions or concerns, then let me know ASAP. The spreadsheet (if we have one) will be updated with all these winners in mind.

And with that, the spreadsheet is created by yours truly! All the winner submissions are hopefully in there, including the new and backported moves and Abilities.

Spreadsheet!

Here’s a runabout for the total of each category of Pokémon:
  • Whole new Pokémon lines: Ertimenor line, Hugfish, Malitch and Automent
    • Given Kalos introduced the least amount of new Pokémon of any generation, a few more new non-Mega lines that fill in gaps of types can help make the gaps less glaring, or fill in niches not often seen in Pokémon.
  • New Mega Evolutions for: Solrock, Lunatone and Floatzel
    • A surprisingly low number, but understandable given the competing Mega Evolution. Thusly, it is highly encouraged to try concepts that other Mega Evolutions couldn’t compete so easily, such as a bulky Ice-type that requires to be a stat stick, or a new Electric-type Mega Evolution given we don’t have many of them.
  • Kalosian Forms: Regirock, Regice, Registeel, Spearow line, Delcatty, Vanillite line, Glimmora + Kalosian exclusive evo, and Snorlax.
    • This is a lot of Kalosian forms, even if lumping the Kalosian Regi trio together. This is fine and all, but we should try not making more than 20 as that number is closely reached with Alolan, Galarian and Hisuian forms.
  • New evolutions of standard form Pokémon: Ledellar (for Ledian), Snaisland (for Magcargo)
    • We should avoid introducing too many new evos as to not undermine the concept of Mega Evolution in DLCmons. I’ll say 75% new Megas and 25% new evos vs each other is a reasonable gap.
Next slate will be about New Moves akin to Slate 2. That said, which types will be used for the next slate will hsve to be determined. Suggestions for the types of next slate’s moves are welcome.

Alternatively, as suggested by Lysio, we can do an “unban Ubers” slate where we nerf Ubers Pokémon like Mega Sableye, Greninja and Blaziken + Mega Blaziken to be legal to the Gen 6’s OU, akin to balance patches we’ve seen in SV and other games. With the possible exception of Unbound Hoopa, Pokémon with 660+ BST cannot be “un-Ubered”.

Suggestions for type moves:
If I'm not mistaken, we have four 'widely' distributed custom moves of the Normal, Grass, Fire, and Water type. That's a neat basis. Since we are limited by gen 6's restriction, I would suggest any of these types: Ghost, Psychic, Electric, Rock, Steel. Ghost, Psychic, and Electric have liimited physical options, and only few Pkm could, perhaps, make good use of that. Therefore, by expanding better options, we can ensure that even middling Pkm could be more useable. Same with Rock and Steel that have rather limited special options.

I could see us doing an item slate in a future slate if that's possible and if people want it. Paldea introduced Loaded Dice which made move options more appealing and available. Perhaps, someone could do sth similar to get around Kalos's limits.

I'm not against balance patches per se. Mega Kangashkan could certainly be more acceptable with a potentially nerfed Parental Bond and some move removals, like Seismic Toss.

It is settled, today’s Slate will be this:

:sv/gallade: Slate 5: New Moves Part 2 :sv/magnezone:
For this slate, we use BlueRay ’s idea with the following concepts:
  • New Physical Moves for Psychic, Ghost and Electric
  • New Special Moves for Steel and Rock
One additional rule is the “Distribution of Diminishing Return”; the more widespread the move, the less powerful it should be, as to avoid a rich-get-richer scenario. By the inverse, if the move is learned by a few Pokémon, then it can be powerful, but to a reasonable point or if limited to mediocre Pokémon and Pokémon with lower but still usable Attack / Special Attack stat.

Backporting a move is allowed with modifications, but I’d advice to try being a little inventive for a new move instead.

Jump Scare
It's just Ghost-type Fake Out, except it doesn't make contact

Learned by:
Shuppet
Banette
Sableye
Gastly
Haunter
Gengar
Kecleon
Hoopa
Diglett
Dugtrio
Zorua
Zoroark
Sudowoodo
Malitch

Ironically, more useful as an anti-Ghost move, since it allows Ghost-types to be Faked Out in doubles.

:sv/malamar::sv/gardevoir:
Name: Brain Bender
Type: Psychic
Category: Physical
BP: 100
Acc: 75
PP: 5 (8)
Effect: Traps the target and damages the target by 1/8 of their max Hp at the end of every turn for 4-5 turns.
Distribution: :kirlia:Kirlia, :gardevoir:Gardevoir, :gallade:Gallade, :solrock:Solrock, :lunatone:Lunatone, :inkay:Inkay, :malamar:Malamar, :sigilyph:Sigilyph, :mewtwo:Mewtwo, :shuppet:Shuppet, :banette:Banette, :absol:Absol, :seviper:Seviper
Description: This is mostly a move for Gallade and Mega Solrock. Psychic Magma Storm is a rather potent tool that will hopeful make Gallade useful and M-Solrock a bit better. Suffers from 75 accuracy and 8 pp just the same as base Magma Storm, but also has to deal with Gen 6 Burn.

:sv/banette::sv/sableye:

Description: The fastest Ghosts with good Att are Gourgeist (69/84/99), M-Banette (75), and Hoopa (70). Hoopa doesn't care, which leads to the downside of the move being rather neglegable on most of the good physical Ghosts. Can also be used as niche coverage on some of the many mons that get it by gaining Ghost coverage at the cost of their speed.

Name: Static Shuffle

Description: I feel like a physical Electric move is completely useless right now in terms of stab users, since the highest Att among Electric-types we have is Mega Ampharos with 95 attack and 165 special attack. The mons that would actually run physical maybe are Raichu and Emolga who have equal in both. That's the reason I went for a more utility based route that can serve as minor coverage on certain other mons. I'm bringing back Hot Tag for Electric-types now. Trick/Switcheroo but Ground-types are immune. However, it now packs chip damage and can swap Assault Vest onto walls for the funnies.

Description: Sludge Bomb esc move for the few mons that care.

Honestly, this slate helped me see how most of these moves aren't going to be very good since there are only a select few stab users who use the move at all. We can always add more that can use the move, but that's kind of a boring approach. Its kind of hard to make a good Electric move when there isn't a single Electric-type above 60 Att/SpA that has a higher Att and SpA. Some a fine (Steel, Ghost), but others are likely not going to see much use unless you get creative (Electric, Psychic).

Description: A physical Electric-type with two duties; reliable and accurate Electric-type without drawbacks, and punishes set-up sweepers by paralysing them. In the Ubers metagame, Lugia can run Shock Tail to not only bait rival Flying-types in Yveltal and Ho-Oh, but also put further pressure on setup sweepers within Ubers, including (Mega) Blaziken.

Name: Mind-Game Punch
Category: Physical
Typing: Psychic
Base Power: 90

Effect: Once per switch-out, swaps the user’s Ability with the target’s own on a successful hit. The move still damages the target if either the user or the target have an unswappable Ability (i.e. Multitype), but will not swap the Abilities. If no damage is dealt (i.e. immunity), then neither the user or target’s Ability will be swapped.

Viable Users (Ubers): :yveltal::arceus:(particularly :arceus-rock:):giratina:
Description: An inverse of Snaisland’s signature move in a way, granting a powerful and consistent Rock-type move for special-oriented Rock-types like Aurorus and Mega Lunatone, but unable to damage the target that has the Rock-type, making it impractical for Choice Specs and Scarf unless you are confident and willing to switch often. The “curse” can go both way though; not only the target loses their valuable STABs if they survive a hit, but also left vulnerable to the user’s coverage move like Earth Power or Energy Ball!
