I think it gives the most opportunity to create a pokemon who operates differently from the base mon

Toucannon doesn't exactly have the bulk to take full advantage of this conceptually crazy move and I'm hoping the resulting Mon can operate somewhat like STABmons landorus therian's usage of the move
