Interesting. Looking specifically at attacks that can lower the enemy's stats, all the ones in Gen 1 (Aurora Beam, Psychic, Bubble, Bubble Beam, Acid) have the 25% chance to fail. However, come Gen 2, the newly introduced moves like Icy Wind and Iron Tail don't have this fail chance, but the old moves still do.
