What is the bug?
It says "No effect" when using thunder wave vs a jolteon, which is not true as paralysis works

Are you able to replicate it? If so, how?

Screenshot looks like Gen 4? I'm pretty sure Volt Absorb works on Thunder Wave in Gen 4.

If it's Gen 3, that's a real bug, though, and I just fixed it.
