Implemented What does "1000 turn limit" mean to you?

Someone tell me if Policy Review is the wrong place for this, but since I will use the results to set the actual rules of the turn limit, I figure it fits.

The end of the 1000th turn makes the most sense to me.

When you say an X turn limit, you assume you get to play X turns, not X-1.

Since there is no turn 0, the 1000th is actually the 1000th turn, so ending it on the beginning of the 1000th turn would generate only 999 playable turns and that is against the law >:(
