Nope. Not to Austin. He doesn't really care about the pokemon. He doesn't like kick them around and abuse them, but he doesn't like explicately care for them either. And yes, Austin is totally getting a Smeargle. Also, once Marik is done with his gym battle and their traveling, I was thinking about someone giving them a present, like an item or something.
