Oh, right, leveling. To level blocks up, you have to place them in the area and then wait (I'm not sure how long, bulbapedia has a page on it, though).
The Safari Zone Encounter slots have a Priority Table. Nuzleaf is listed before Riolu so Nuzleaf has higher priority.
Add 18 Plains objects. This makes Raticate, Chansey, and Seedot take slots 0, 1, and 2 respectively. Skiploom is bumped up to slot 3 and Geodude/Clefairy are slot 4, Riolu is 5.
However, I forgot if there was a limit to the number of blocks you can place in an area... so that may not work if there is. If there's a limit (iirc, there was a limit of 30, but Idk if that limit was for all blocks in general, or just per one type of block) I think the most you can get Riolu up to is slot 3 :/
No, that won't be a problem. However, since they are the same slot, they would only take up one slot, not two like you said. Skiploom would be 0, Geodude/Clefairy would be 1, and Riolu would be slot 2.

I like Podge because it's not an acronym; if someone asks me what PoJ stands for then I honestly have nothing to tell them lol. But I like PoJ because... Idk, I just got used to everyone calling me that and I like the sound of it. Know what I mean?
