its water resist is fairly important (i recommended a scarf set with SDef investment for taking on kyogre) but ultimately the choice is yours. if you want to amp up the offensive pressure you can use scarf moxie mence, which has a better speed tier, but it means you are significantly weaker to kyogre.
np. you'll still have significant ekiller troubles but either way defensive backbone is hard to maintain when you're using two dragons + wobbuffet + deoxys-s so 'oh well'
