It's because of a mechanic called rating decay. If you don't play for a while, your rating goes down, so the ladder doesn't have people who haven't played for months. You get those points back as you start playing again, and that's why Vann's points increased despite losing.
Losing points for winning is something I thought I fixed more than a month ago. If you experience it again, please tell me immediately.
