Your 3DS Wireless settings have both Primary and Secondary DNS as 204.45.29.54, and after saving the settings, you went into your game and went into Global Trade -> GTS (Not GTS Negotiations). When you entered, no pokemon came down?

Change the Primary and Secondary DNS settings to : 204.45.29.54
Afterwards, to check if it worked, go into the GTS. If you get a random pokemon, it works!
Yep, DSi and 3DS are different from their predecessors and has to be done differently.
You still have to change the DNS settings but it's done in the System Settings in the DS Menu.
