I just ran a damage calc. on a modest Latias with full SpAtt EV's using Tbolt against a Miltotic with no SpD EV's, and the max is around 50%.
You hit me with Tbolt and at 90% HP, it went down to approximately 15%.
I have suspicion of you hacking Pokemon with illegal stats.
