Like Dogfish just said on IRC, as long as you don't intentionally bias battles, it's fine.
Just use it in normal battles. It's doable.
"2/10/2013: Project Moderators have been given the power to revoke counters from staged "Crush the Combee"-style matches. This will probably only affect 1% of matches, though."
Yoshinite, I'd suggest you remove your last battle challenge or you most likely won't get counters.
